"Need Money For Pot!"

While going out to the Mall today to get lunch and hang with Donnie, there was a boy( had to be younger then 16) at the North Medford exit holding a sign that said, "Need Money For Pot!" He looked far too young, and he seemed to be having too good of a time. People were laughing at his sign and he got a rise out of it. He was just out there laughing and giving people the thumbs up. Wasn't sure if he was really homeless, if he just wanted pot, or just wanted to scam people to get money. I usually give to the pan handlers but this just didn't seem right. I don't usually give money, I will usually give them fries or whatever side I get with my meal. My window was down and he was looking at me but I just couldn't do it. Should I have?
